The Applicant’s requests include:
A land use action review to amend the Final Master Plan (FMP) for the Thornburgh Destination Resort by amending the Fish and Wildlife Management Plan (FWMP) and imposing limitations on the scope of development and water use allowed by the Thornburgh Destination Resort.
The applicant requests interpretations of the County’s Zoning Code, Zoning Maps, and Comprehensive Plan to determine if a future multi-use path, to be located within the ODOT right-of-way and lands owned by the High Desert Museum, is a use permitted outright.
A Remand proceeding from the Land Use Board of Appeals (LUBA) for a land use action review to amend the Final Master Plan (FMP) for the Thornburgh Destination Resort by amending the Fish and Wildlife Management Plan (2022 FWMP) and imposing limitations on the scope of development and water use allowed by the Thornburgh Destination Resort.
The applicant requests approval of a Comprehensive Plan Amendment to change the designation of the subject property from Forest to Rural Residential Exception Area (RREA) and a corresponding Zone Change to rezone the subject property from Forest Use 2 (F2) to Multiple-Use Agricultural (MUA). The total area subject to the request is 58 acres.
